Owen was appointed CEO at The PPA in October 2020. He joined the organisation in 2014 as Head of Public Affairs, before promotion to Director of External Affairs and later Managing Director. He has led on a number of cross-industry projects, including the post-Leveson regulatory environment and more recently the #AxeTheReadingTax campaign to end the VAT penalty on digital publications.

Owen is also a Board Member of Publishers’ Licensing Service, NLA Media Access, European Magazine Media Association and the Advertising Association.
